The Energy and Chemical Workers Union Local 614 came into existence in September 1980. It was the union recognized as the sole collective bargaining agency for the employees of the Imperial Oil Ltd. refinery known as Ioco in present-day Port Moody, B.C. The workers of this refinery were initially represented by a non-union Joint Industrial Council that began in 1918. They continued to be represented by this Council until they became unionized in 1946 and formed the United Oil Workers Union, Local 3. This was superseded by the Oil Workers International Union, Local 614 in 1950; the Oil, Chemical and Atomic Workers International Union, Local 16-614 in 1955; and finally the Energy and Chemical Workers Union Local 614 in 1980. Despite these changes, the union's mandate of representing the workers of the refinery and acting as their sole collective bargaining agent did not change.

Custodial history

The records remained in the custody of the union, together with the photocopies of the company union records which they acquired from Imperial Oil Ltd., until they were donated to the Special Collections and Archives Division of the University of British Columbia.

Scope and content

The fonds consists of minutes, financial and office files of the Energy and Chemical Workers Union Local 614 and its predecessors, the United Oil Workers Union Local 3, the Oil Workers International Union Local 614, and the Oil, Chemical and Atomic Workers International Union Local 16-614. The fonds also includes correspondence and agreements of Imperial Oil Ltd. relating to the initial unionization of workers at the Ioco Refinery, Ioco, B.C. (now Port Moody, B.C.), 1943-1946.

Arrangement

The creator organized the files by functions and activities on a yearly basis. At the beginning of each calendar year, a new set of files was established. The original file folders have been retained, and the original order has been maintained within each file, with the exception of the Imperial Oil Ltd . series (refer to the series description for a more detailed explanation). The records have been arranged into three boxes:
Box #1 1976, 1977 and 1978
Box #2 1979, 1980 and 1981
Box #3 1982 and 1983, and additional records from Imperial Oil Ltd.
The ordering of the files within the various years has been maintained, except for a few minor changes that reflect the grouping into series (i .e. the Office Records series) within the different years . Although there is quite a bit of consistency from year to year, not all series are found for each year . Also, in 1982, the presidency of the union changed, and it is noted that there were some minor changes in the way in which the files were maintained by the creator.

General note

The bulk of the union records cover the 1976-1983 period, together with th e records acquired from Imperial Oil Ltd . from the 1943-1946 period. However, within the latter group, there is also a copy of the Joint Agreement between the Joint Industrial Council and Imperial Oil Ltd. from 1918.
