The Social Planning and Research Council (SPARC) was originally incorporated as the Voluntary Health & Welfare Association in 1966. Its name changed to the Social Policy and Review Council in 1968 and to the Social Planning and Research Council (SPARC) in the 1980s. SPARC's main mission has been to draw on people of diverse communities and constituencies to formulate opinions and influence public policy in human care development services and concerns. SPARC focuses on areas of social policy through the work of various committees and has formed special committees from time to time to guide particular projects.

The fonds consists of Executive Board minutes and general office files as well as correspondence, reports, speeches, questionnaires, minutes and agendas, printed material, and subject files relating to the following program committees of SPARC Committees on Aging, Coalition on Children, Youth, and the Law, Health Committee, Panel on Handicapped, and Transportation Committee. Other records relate to various topics such as financial resources, housing, patient's rights, long term care, and organizational skills.
