History

The Pacific Lumber Inspection Bureau (PLIB) is an accredited non-profit inspection and certification agency. Organized in 1903, it provides grading and grade stamping services to the lumber industry, as well as certification for heat treated lumber (HT), ISPM 15 wood packaging, CE Marking, California WUI registration services, and wood pellet certification to lumber manufacturers, re-manufacturers, drying facilities, wood packaging facilities, and wood pellet facilities in the Western U.S. and Canada.

General context

At the time the PLIB was started buying and selling lumber was a chaotic process that eventually brought manufacturers to realize the need for a means of certifying the quality of their products in the marketplace.

It was these conditions that led to the formation of the PLIB in 1903 when a group of Oregon, Washington, and British Columbia lumbermen met with the members of the Pacific Coast Lumber Manufacturers Association to form the Pacific Coast Lumber Inspection Bureau with the goal of bringing some standardization to the products and processes of lumber trade. The pioneer organization exceeded the hopes of its founders and in 1906 it was agreed that a more formal organization was needed to lend greater prestige to the certification process and to meet the demand for increased services. The original Articles of Incorporation, which remain in PLIB’s archives, were signed October 27, 1906, by E.G. Griggs of St. Paul & Tacoma Lumber Co., E.G. Ames of Puget Mill Co., and Richard H. Alexander of BC Mills, Timber & Trading Co., Vancouver. The first article amended the name to Pacific Lumber Inspection Bureau.

From its inception, the primary objectives of the Bureau were straightforward – to provide an agency to certify that lumber grades, tally, and order requirements had been complied with by the shipping mill, and to correct abuses that had crept into the lumber trade from both the manufacturing and receiving ends. The fundamental principle of the organization over the years has always been to conduct fair and impartial inspections at points of manufacture and loading.

PLIB was organized and continues to operate as a not-for-profit organization.
