The inquiry focused particularly on the enforcement of immigration laws and regulations at the Port of Vancouver, and a Chinese interpreter named Yip On. Volume 7 ends with conclusive remarks by some of the commissioners: Mr. McCrossan, Mr. Taylor, and Mr. Grant of the Trades and Labour Council. Recommendations are made for changes to the Chinese Immigration Act.
