The chapter addresses the constitutional debate taking place in Canada in the late 80s and early 90s from the point of view of an English-speaking Canadian. den Hertog addresses three main issues – how important the constitutional question was at the time, the lack of familiarity with the political, legal and economic “contracts” that Canada had lived under since confederation, and the lack of agreement on the purpose of constitutional change.
