[Birch, Arthur N.] SPEECH OF HIS HONOR THE OFFICER ADMINISTERING THE GOVERNMENT AT THE OPENING OF THE LEGISLATIVE COUNCIL, ON THURSDAY THE 18TH JANUARY, 1866. [New Westminster, 1866].

Birch, acting during Governor Seymour’s absence in England, summarizes the state of the Colony, especially with regard to the interests of gold mining in the Cariboo. He suggests the repeal of the newly imposed duty on gold, but also suggests a more rigorous application of licensing for miners – especially so that the large Chinese population can be made to contribute to the Revenue in equal proportion to the white race. Rare; although reprinted in the Journals of the Legislative Council, this is the original printing.
