Edward Starkins, one of the early founders of the Vancouver Exiles' Association (also known as the American Exiles' Association), was an American draft dodger during the Vietnam War, and now works in Vancouver as a writer. He graduated from San Diego State University with degrees in English Literature and Psychology. He has worked with the National Film Board of Canada, CBC Radio/Radio Canada, and British Columbia History Films, contributed to the Raincoast Chronicles, The Greater Vancouver Book, Vancouver Magazine, the Vancouver Sun, and West Side Week, and is a former editor of the Vancouver Review. As an author, he is well known for his 1984 book, Who Killed Janet Smith?.
