Examination of the file suggests that they were in fact kept by Ron Stipps, Director of Organization, who was often CC'ed on the originals. This material may be duplicated elsewhere in the fonds, but at the time of processing, the Provincial Secretary's correspondence had not yet been arranged, and the materials in this file were kept to ensure coverage.
